Percentages can be used to state the PG/VG ratio and also the nicotine content. For example 70/30 juice would be 70% PG 30 % VG. Usually PG is the first number but I have seen vendors do it the other way around. The nic percentage is the amount of nicotine in the juice. 1.8% = 18 mg of nicotine per mililiter, 1.2% equals 12mg per ml of juice. .6% = 6mg/ml etc...
