Can I make one eliquid at 0mg nicotine and one at 72mg nicotine and  make any nicotine strength I want using the 0 and the 72?

Yes, you can mix different ratios of the two bases.... for example, mixing 50:50 you will get a mixture at 36mg strength... or 75:25 will give you a mixture of 18mg strength.
