I cannot creat new content such as topic or event

Hello,

When I click on the "create" button on the top of the home page, it brings up a box that asks me to choose the forum.  I cannot click on any of the forums except "report a bug or a problem".  Is there something that I have to do first to be able to create a topic? They are all gray so I cannot select them.

Due to issues with spam over the years suppliers are limited to their sub forums. Thus, the option to post topics openly is redistricted. (This isn't my decision personally)
