Soon after searching about here for any handful of days I've decided to order my supplies from WL but when I went to add the nic juice to my cart it asked to get a carrier base liquid and I am questioning if that suggests they just add a little to the nicotine or if they add the nicotine towards the pg or vg and if that's the case would I nevertheless have to order the pg or vg?

You will most likely have to purchase a base nicotine. You will want to buy pg and VG for cutting the nicotine especially if you bought it above 24mg.
