I think it is more liquid than device.Except in the case of lower resistance or higher voltage.

PG liquids = more throat hit. VG liquids = more vapor. To answer yer question directly I would say the 'best' throat hit I've ever had was a PG blend RY4 vaped through a Terminator atty on a Bombshell Stinger mod kicked to 10 watts. It was so much of a throat hit it tasted like pepper... Not my personal style, but worth the experience, anyway.
